What Does a Government AV Integrator Do?
A government AV integrator designs, installs and supports the audio, video and control systems that public agencies use to run meetings, hearings, court proceedings and emergency operations. That includes microphones and sound reinforcement, displays, cameras, video conferencing, live streaming and recording, assistive listening, and the control system that ties it all together. The integrator also coordinates with the agency’s IT, facilities and procurement staff so the system meets network security, accessibility and purchasing rules.
Government AV Solutions Built for Public Meetings and Public Scrutiny
When a conference room fails at a private company, a meeting runs late. When a council chamber fails, residents watching the stream can’t hear public comment, the clerk’s recording has gaps, and the problem plays out in front of the whole community.
Most of the government AV problems we’re called in to fix come from a few places:
- Audio that sounds fine in the room but is muddy or silent on the livestream
- Remote participants who can see the dais but can't be heard when they speak
- Systems so complicated that only one staff member knows how to run them
- Different equipment in every building, so IT has to support a dozen setups
- Contractors who install and disappear without documentation
We design around those failure points from the start. Every system we deliver comes with as-built documentation, a simplified touch panel for staff who aren’t AV specialists, and a design you can repeat in the next building.
Government Spaces We Design and Install
Every government room has a different job. Here is what we build for each one.
Council Chambers and Public Hearing Rooms
We design chamber systems that give every seat on the dais clear audio, capture public comment at the podium, and send broadcast-quality audio and video to your stream, cable channel and meeting archive. Typical components include delegate and podium microphones, DSP audio processing, PTZ cameras with automatic switching, confidence monitors, presentation displays, Zoom or Microsoft Teams integration, streaming and recording, and assistive listening.
Courtroom AV and Hearing Rooms
Courtroom technology has to work for the judge, both counsel tables, the witness stand, the jury and remote parties at the same time. We install evidence presentation, document cameras, displays for the jury box and gallery, sound reinforcement, digital recording, video arraignment and remote appearance systems, and assistive listening, all run from one control panel.
Emergency Operations Centers and Dispatch
An EOC sits empty most of the year, then has to work perfectly the moment it activates. We design EOC and command center AV with video walls, multi-source switching, conferencing for multi-agency calls, and simple presets so staff can bring the room up without an AV technician on site.
Municipal Conference and Training Rooms
For the City of Thornton, we built a standard conference room design with Barco ClickShare and Biamp room kits that is now the blueprint across city facilities. We also install Zoom Rooms, Microsoft Teams Rooms, remote training facilities and video teleconferencing.

Public Safety, Security and Mass Notification
Government buildings need to control who comes in and communicate fast when something goes wrong. We install access control, video surveillance, paging and mass notification, and sound masking for offices where privacy matters.
Recreation Centers, Libraries and Public Venues
Public facilities have hard surfaces and heavy daily use. For the Town of Erie, we installed a PA system in the ice rink, where speech clarity is the whole job. We also install lobby digital signage and DAS cell signal boosting.
Infrastructure Behind It All
Every AV system depends on clean network and low-voltage infrastructure. We run structured network cabling and coordinate VLANs, switch configuration and firmware policy with your IT team so AV devices meet your security standards. Network cabling →

Compliance, Accessibility and Security
Assistive Listening
The 2010 ADA Standards require assistive listening systems in assembly areas where audible communication is part of the use of the space, which covers most council chambers, hearing rooms and courtrooms. We include it in the design rather than adding it after a complaint.
Federal Funding Rules
If your project uses federal grant dollars, 2 CFR 200.216 prohibits spending on covered telecommunications and video surveillance equipment from certain manufacturers. We specify camera and recording equipment that keeps your project eligible. Orders through our GSA Schedule use TAA-compliant products.
Network Security
AV devices sit on your network. We work with your IT staff on VLAN segmentation, credentials and firmware updates so the AV system doesn’t become the weak point.
Public Records and Open Meetings
Recording and streaming systems are built so your clerk can capture, archive and publish meetings reliably.
How a Government AV Project Works with Us
01
Discovery and Site Walk
We meet with the people who use the room, IT and facilities, and look at the space, existing equipment and infrastructure.
02
Design and Proposal
You get a detailed design and proposal built to your procurement method: P-card, GSA order or formal bid.
03
Installation and Commissioning
We install, program and test every system, coordinating with your schedule so meetings and court sessions aren’t disrupted.
04
Training and Support
We train the staff who run the room, hand over as-built documentation, and stay available for service requests.
Every project is different, so we don’t publish standard pricing or timelines. A short consultation is the fastest way to get an accurate estimate for your space.
Government AV FAQs
What AV equipment does a city council chamber need?
Most council chambers need microphones for each seat on the dais and the public podium, a DSP to manage audio, cameras with automatic switching, displays for presentations, a recording and streaming system, hybrid meeting integration, assistive listening, and a simple control panel. The right mix depends on room size, how meetings are streamed and who runs the system.
How do you make hybrid public meetings work for residents watching online?
The audio feed to the stream has to be mixed separately from the sound in the room, and every microphone has to reach both. We route all microphones through a DSP, connect it to your streaming and conferencing platform, add cameras that follow whoever is speaking, and test the remote experience before handoff.
Can government agencies buy from High Country with a P-card or the GSA Schedule?
Yes. High Country Low Voltage accepts P-cards and credit cards for any purchase and holds GSA Schedule 47QSMA21D08NC. We also respond to formal bids and RFPs and offer preferential pricing to government clients.
What does courtroom AV include?
Courtroom AV typically includes evidence presentation with document cameras and displays for the judge, counsel, witness and jury, sound reinforcement, digital court recording, video arraignment or remote appearance systems, and assistive listening. All of it is managed from one control panel so court staff can run proceedings without technical help.
Do you work with our IT department and network security policies?
Yes. Our projects are built with the agency’s IT team involved from design through commissioning. We coordinate network segmentation, device credentials and firmware management so AV equipment meets your security requirements, and we provide documentation your IT staff can keep.
Are government AV systems required to include assistive listening?
Under the 2010 ADA Standards, assembly areas where audible communication is integral to the space, such as council chambers, courtrooms and hearing rooms, generally need an assistive listening system. We include it in our designs and size it to the room’s seating.
Can you standardize AV across multiple city or county buildings?
Yes. For the City of Thornton, we built a standard conference room design with the city’s IT and procurement teams that is now repeated across facilities. Standard designs make purchasing, staff training and IT support simpler.
How much does a government AV system cost?
Cost depends on room size, how many microphones and cameras you need, whether you stream or broadcast, and what infrastructure is already in place. We don’t publish standard pricing because a small conference room and a full council chamber are very different projects. Schedule a free consultation for an accurate estimate.
What areas of Colorado do you serve?
High Country Low Voltage is based in Golden and serves government agencies across Colorado, including the Denver metro area, Adams County, Thornton, Lone Tree, Erie and Aurora.
